Ukrainian Content Creators Owe Nearly $10 Million in Back Taxes from OnlyFans Income, Officials Confirm

Ukrainian content creators who earned income through the subscription platform OnlyFans between 2020 and 2022 collectively owe nearly $10 million in back taxes, according to data released by Ukraine’s State Tax Service.

The agency confirmed a total tax debt of UAH 384.7 million (approximately $9.3 million USD) as of September 2025. The figure, first reported by Economic Truth and later confirmed to Ukrainian National News (UNN), concerns Ukrainian citizens who received income from Fenix International Ltd., the British company that owns OnlyFans.

When asked to confirm the figure, a spokesperson for the State Tax Service said simply: “That’s correct.”

According to the agency, the tax debt accumulated during a period when many Ukrainians turned to online platforms for income amid the pandemic and the ongoing war with Russia. Despite the country’s wartime economy, authorities have continued to pursue tax compliance from residents earning income abroad, including through digital services.

“The total amount of tax debt that arose for individual residents of Ukraine due to nonpayment of taxes on income received from Fenix International Ltd. during 2020–2022 is UAH 384.7 million,” the State Tax Service stated in its official reply to Economic Truth.

The controversy arises amid a broader national debate in Ukraine about the legal status of adult content. While OnlyFans has become a significant income source for many Ukrainians, the production and distribution of pornography remain criminal offenses under Article 301 of the country’s Criminal Code. This Soviet-era provision carries penalties of up to seven years in prison.

Nevertheless, enforcement of the law has been inconsistent, and discussions about reform have intensified. Earlier this year, a petition calling for the decriminalization of pornography gathered more than 25,000 signatures — enough to require a formal response from the Office of President Volodymyr Zelenskyy.

In his July response, Zelenskyy refrained from taking a position but pointed out that the issue was under consideration in the Verkhovna Rada, Ukraine’s parliament. The petition called explicitly for support of draft law No. 12191, “On Amendments to the Criminal Code of Ukraine to Improve Certain Provisions on Criminal Offenses Against Public Order and Morality.”

In a related development, tax authorities confirmed that they received data from Fenix International Ltd. on the 2023 income of Ukrainian creators earlier this year. The figures, transmitted on March 10, 2025, were processed and sent to regional tax offices by September.

Despite the legal ambiguity, the government continues to collect taxes from creators and from OnlyFans itself, which pays value-added tax (VAT) on content purchased by Ukrainian consumers.

Public debate has continued to grow. Just last week, a Ukrainian OnlyFans model submitted a new petition demanding the repeal of criminal liability for producing adult content, noting she had paid UAH 40 million in taxes from her own earnings on the platform.
