The United Kingdom’s media and digital communications regulator, Ofcom, has opened a formal investigation into First Time Videos (FTV), a network of adult membership websites, for allegedly failing to comply with the age assurance requirements under the country’s sweeping Online Safety Act.
The inquiry, announced Tuesday, is part of a broader enforcement push targeting platforms deemed to pose elevated risks to UK users, particularly children. FTV operates several adult sites, including FTVGirls.com, FTVMilfs.com, and a talent agency called FTVModeling.
“The service does not appear to have taken steps to implement highly effective age assurance on their services, as required under the Online Safety Act,” Ofcom stated in a press release.
Under the Online Safety Act, platforms that publish or host their own pornographic content must have “highly effective” age verification systems to prevent minors from accessing such material. While specific technologies are not mandated, services are expected to demonstrate robust safeguards and compliance with the law.
Ofcom’s investigation will assess whether FTV has failed to implement such systems and whether it has completed the necessary risk assessments for protecting UK users.

The probe into FTV follows similar recent enforcement actions against other adult platforms, including Scoreland.com, Motherless.com, and Undress.cc, as Ofcom ramps up its regulatory reach under the new legislation.
Ofcom says it will now gather and analyze evidence to determine whether FTV has breached UK online safety rules. If violations are found, FTV will receive a provisional notice of contravention and will have the opportunity to respond before final action is taken.
As Ofcom continues its phased rollout of the Online Safety Act, further regulatory actions are expected. Beginning in July, platforms with user-to-user functions or search capabilities will also be required to implement protections against a broader range of harmful content, including material related to self-harm, eating disorders, and dangerous challenges.
As of publication, First Time Videos LLC has not responded to the investigation or issued a public comment. The company is U.S.-based, but like other global adult content providers, is subject to the UK’s regulatory jurisdiction if it serves UK users or presents a “material risk of significant harm” to the UK public.
