Ofcom Targets First Time Videos in New Child Safety Probe

U.K. regulator Ofcom has issued a provisional notice of contravention to First Time Videos, indicating that the company may have breached child protection requirements under the Online Safety Act 2023.

The notice, announced on Monday, concerns the operator’s adult websites FTVGirls.com and FTVMilfs.com. It follows an investigation into whether adequate age verification measures were in place to prevent minors from accessing explicit content.

Authorities examined whether the company had implemented the systems defined by law as “highly effective” age assurance systems. These systems are intended to verify or estimate a user’s age before granting access to pornographic material.

By March 30, 2026, Ofcom said it had reached a provisional conclusion.

At the center of the case is Section 81 of the Online Safety Act, which applies to providers hosting regulated pornographic content. The provision requires companies to ensure that children are not normally able to encounter such material without passing robust age checks.

Ofcom stated that there are “reasonable grounds to believe” that First Time Videos failed to meet this obligation. The regulator did not yet issue a final ruling, but outlined concerns that age verification or age estimation tools were either insufficient or absent.

A provisional notice does not constitute a final finding of wrongdoing. Instead, it marks a formal step in the enforcement process.

First Time Videos has been given 20 working days to respond. During this period, the company may submit evidence or arguments challenging Ofcom’s conclusions. Regulators said those representations will be reviewed before a final decision is made.

If the findings are upheld, the company could face financial penalties or further enforcement measures, including restrictions on its services in the U.K.

The case reflects increasing regulatory pressure on adult content providers operating in or targeting the United Kingdom. Since mid-2025, companies have been required to implement effective age-assurance systems or face enforcement action.

Officials have emphasized that simple disclaimers or self-reported age checks are not sufficient. Platforms are expected to deploy more reliable systems, such as identity verification or technological age estimation, before users can access explicit content.

Ofcom said the enforcement program is intended to ensure that companies do not prioritize accessibility or profit over child safety. The regulator has repeatedly warned that failure to comply with age assurance requirements will result in action.
