Florida Attorney General Dismisses Age Verification Case Against Segpay

Florida Attorney General James Uthmeier has agreed to dismiss a lawsuit against Segpay, an adult industry billing company, ending one of several enforcement actions brought under the state’s controversial age verification law.

Court records filed in the Twelfth Judicial Circuit Court in Sarasota County confirm that Uthmeier’s office and Segpay jointly stipulated to a voluntary dismissal without prejudice on Monday, with each party bearing its own fees and costs. The stipulation was entered on December 22, 2025, formally closing the case against the adult industry billing company.

The lawsuit accused Segpay of violating Florida’s age verification statute, House Bill 3, which was enacted in recent years and carries civil penalties of up to $50,000 per individual violation. The attorney general’s office has aggressively enforced the law, filing multiple lawsuits against adult platforms and related service providers since September.

Corey Silverstein, a Michigan-based attorney who represented Segpay, said the dismissal followed discussions between the defense and the state that clarified the facts of the case. Silverstein serves as counsel to Lawrence Walters of the Walters Law Group in Longwood, Florida, who acted as lead defense counsel in the matter.

“Segpay is very pleased with the outcome and grateful that the Florida Attorney General’s office worked collaboratively with our legal team to understand the facts and resolve the matter thoroughly,” Silverstein said in a statement.

The Segpay case was one of several actions announced by Uthmeier in September, when his office sued both Segpay and Aylo, the parent company of Pornhub, in separate complaints alleging noncompliance with the age verification law. Uthmeier’s office also brought similar lawsuits against companies that operate the tube sites XVideos and XNXX.

In addition to alleged violations of House Bill 3, those complaints accused the defendants of breaching the Florida Deceptive and Unfair Trade Practices Act by engaging in deceptive trade practices, according to earlier reporting.

At the time the lawsuits were filed, Uthmeier framed the enforcement campaign as part of a broader effort to protect minors online.

“Florida is committed to being the best place to raise children,” Uthmeier said in September. “We passed strong legislation to keep kids from being exposed to harmful and toxic material, and instead of following it, these platforms ignored it.”

While the claims against Segpay have now been dismissed, litigation against Aylo remains pending in Florida courts.
