Is This Hayden Panettiere Naked?

Hayden Panettiere turned 18 just under three years ago—and we've been waiting for her to go naked ever since. But no matter how hard we've hoped and prayed, Hayden's refused to go nude. Or so we thought.

This photo from Deborah Anderson's Room 23—seen in GQ last summer—features an anonymous actress who has a tattoo (cleverly 'shopped out of this photo) and appears clothed on other pages of Room 23. Only Deborah and the actress know for sure who she really is...but there are a few dedicated sleuths who strongly believe that this is Hayden whose butt we're looking at.

So! Hayden naked! It's quite a milestone, we know...even if Hayden's "nude" scene in "I Love You Beth Cooper" offered a better glimpse of her body than this...
