The city of Tijuana, brought to dazzling life in the art of Herb Alpert and that dreamy Tobey Maguire's Seabiscuit, has deployed a team of 30 inspectors to make sure that the roughly 7,000 sex workers in the Baja California vice playground are packing identity cards with scannable computer chips proving the men and women have passed a monthly medical exam.

In addition, inspectors will be making sure the brothels have clean sheets or face closure.
